https://prin2020.cineca.it/simbad/php5/6.8/vis_modello.php?info=---------------------------------------------------------------------------------------------------------… 4/28 This project seeks to develop a conceptual and theoretical framework for a Europeanmodel of community sponsorship, aimed to fast-track access, reception and integration inthe EU Member States of third country nationals in need of international or humanitarianprotection. Developed in Canada for the resettlement of Indochinese refugees in the1970s, community sponsorship has gained momentum in Europe in the aftermath of the2015 “refugee crisis”, as one of the most promising alternatives to the externalisation ofasylum responsibilities. Community sponsorship schemes (CSS) have proliferated acrossEurope with the twofold aim of curbing perilous journeys and migratory pressure onexternal borders, while improving durable solutions for refugees. Taking stock of nationalexperiences, the new Pact on Migration and Asylum called for the development of a“European model” of community sponsorship, upscaling legal and safe pathways forrefugees in the EU. This goal has been further prioritised in the CommissionRecommendation on legal pathways, where community sponsorship is defi ned as afl exible concept, which covers a plethora of national settlement and integration schemesfor refugees and other protection seekers, having in common the transfer ofresponsibilities from government agencies to private actors and grassroots organisations.Due to its fl exible design, CSS can underpin resettlement, complementary pathways andother forms of humanitarian admission, also for mass displacement. Compared to otherasylum tools requiring extraterritorial processing, such as humanitarian visa, CSS are lesspolitically contentious for domestic constituencies, since they do not create any subjectiveright to territorial admission. Notwithstanding the potential of community sponsorship toovercome crucial hurdles for a fairer system of asylum responsibility-sharing in the EU, theviability and implications of a “European model” remain largely unchartered. Buildingupon existing literature on CSS, this project aims to investigate whether and under whatlegal, political and contextual conditions an EU model of community sponsorship maycontribute to a safer and more orderly, rights-based system of humanitarian admission tothe EU, ensuring best integration prospects for more refugees. The key addition to existingstudies consists in the shift from an operational perspective – which mainly focuses on theimplementation of CSS at the national level in order to build up comparative-basedtaxonomies – to a norm-based perspective, centring on the potential contribution of aEuropean model to policy setting and the diff usion of policy innovation, within and beyondthe EU. The project results intend to provide concrete solutions on how to reducefragmentation in the design of the EU policy on humanitarian admission while keepingfl exibility into domestic schemes. Target groups are policymakers both at the EU andMember State level, as well as sponsors and civil society.
